I don't get it ...
The post title? The thing on the left is an ashtray (or ash stand? Is that a word?). I just found it amusing to see it standing next to 6 fire hydrants.
Oh ... I kinda thought it was a parking garage, and you were making the comment that people through their cigarettes there. Now I get it.
