Claudia, I have no idea! Possibly it's related to notions of private property and the "intrusiveness" that would be required to modernize (in the aesthetic sense) the electrical grid. I used to think it might be connected to earthquakes. I've actually had a Japanese say to me that the ubiquitous wires were in fact a "part of Japan."
